On 1 September 2025, the Cape Town Convention Academic Project (CTCAP) launched a consultation on its Draft Guide on Best Practices for Electronic Business Registries at Robinson College, University of Cambridge, UK, with participants also joining online.

The Foster Moore team have been actively involved in this important initiative from its early stages. We have contributed to multiple workshops, including those held earlier this year in Rome, and were strongly represented at the Consultation Launch Workshop, with John Murray attending in person, and Justin Hygate, Bill Clarke and Julian Lamb joining virtually from New Zealand, Canada, and Jersey.

The Draft Guide has been developed by the Experts’ Group of the Best Practices in the Field of Electronic Registry Design and Operation Project (BPER Project), which brings together international experts in business and collateral registries. Conducted under the auspices of the CTCAP, a joint initiative between the University of Cambridge and UNIDROIT, with the Aviation Working Group as Founding Sponsor, the project is supported by the UNIDROIT Foundation and Aviareto.

The BPER Project provides guidance on the design and operation of electronic registries through the identification of Critical Performance Factors (CPFs), which evolve depending on the type of registry being evaluated. Building on its 2021 Guide on Best Practices for Electronic Collateral Registries, the project has now shifted its focus to business registries, reflecting the evolving role they play in economies and the rapid pace of technological change.

This consultation marks the final stage before publication of the Guide. Establishing best practices for electronic business registries will help ensure greater transparency, stability, and security in economies worldwide, values that align closely with Foster Moore’s mission to help governments embrace digital transformation and to power economies around the globe.

Following the Consultation Launch, you have the opportunity to submit written comments on the Draft Guide until 1 November 2025. This Consultation marks the final stage of the project, after which the Guide will be finalised and published.
