Bill leads Foster Moore’s Registry Solutions and Advisory Services practice, supporting governments around the world in modernising and strengthening their registry ecosystems. He is responsible for developing executive-level partnerships, and delivering advisory and transformation programmes across multiple jurisdictions.

Bill works closely with senior government leaders to shape registry strategy, modernisation roadmaps, operating model transformation, and long-term digital capability development. His expertise spans strategic planning, revenue growth, cross-jurisdictional partnerships, and the design and implementation of complex public sector service transformations.

He brings a strong track record in technology-enabled government reform, public–private partnership structuring, and large-scale IT modernisation initiatives. Prior to joining Foster Moore, Bill held executive roles leading some of Canada’s most successful public–private partnerships and advised public and private sector organisations across Canada, the United States, the United Kingdom, Eastern Europe, and New Zealand.

Bill is recognised for his ability to align policy, governance, technology, and commercial strategy to deliver sustainable, future-ready registry outcomes.
