Foster Moore Welcomes Bill Clarke to Lead Registry Advisory Services

Foster Moore is delighted to announce the appointment of Bill Clarke as Vice President, Registry Solutions & Advisory Services.

We are very pleased to welcome Bill back to Foster Moore following his recent multi-year stint at Teranet. Bill rejoins us in a newly established senior role and will lead and further develop Foster Moore’s global advisory capability and deep registry domain expertise.

This appointment marks an important step in the continued evolution of Foster Moore as a global leader not only in registry technology, but also in strategic registry advisory and transformation.

Bill brings more than three decades of global experience in public sector transformation, technology innovation, and strategic partnerships. He leads Foster Moore’s operations across North America and the Caribbean, drawing on senior executive experience delivering large-scale government transformation programmes and successful public-private partnerships across multiple international markets.

In his new role, Bill will lead Foster Moore’s Registry Solutions & Advisory Services practice, building on the success of our Registry Capability Maturity Model, Registry Target Operating Model, and registry transformation and modernisation initiatives worldwide.

Registry Advisory: a new era for registry consulting

Bill’s appointment also reinforces the launch of Registry Advisory, Foster Moore’s dedicated advisory and consulting practice designed to help governments modernise, transform, and future-proof their registry ecosystems.

Built on a vendor-agnostic foundation, Registry Advisory provides independent, strategic guidance supported by Foster Moore’s proprietary models, extensive domain knowledge, and decades of hands-on registry experience.
